Procurement

  Procurement is the acquisition of goods, services or works from an external source. It is favorable that the goods, services or works are appropriate and that they are procured at the best possible cost to meet the needs of the acquirer in terms of quality and quantity, time, and location.

            Manager is a person responsible for controlling or administering an organization or group of staff. In procurement, manager, is a person who is in charge of getting anything a company might need. He or she is very important to production, because operations often cannot proceed until the business obtains supplies, property or other items, such as licenses. Typically very confident and good at analysis, math and decision making, these employees are responsible for tasks such as drawing up contracts and organizing people involved in the buying process.  
                   The Procurement Manager will be responsible for effective in timely availability of quality goods and services, Cost effective procurement of goods and services as well as maintaining effective stock holding and stock control policies.  She/he will report to the Director of Purchasing & Supply. As the procurement manager at UOA my duty will be to fulfill the identified need which follows under my department.
                   A principle is a law or rule that has to be, or usually is to be followed, or can be desirably followed, or is an inevitable consequence of something, such as the laws observed in nature or the way that a system is constructed. The principles of such a system are understood by its users as the essential characteristics of the system, or reflecting system's designed purpose, and the effective operation or use of which would be impossible if any one of the principles was to be ignored.
                   The following are principle which I can follow in conducting my duties as a procurement manager at UOA
 Accountability is the last procurement principle that we will address. Accountability in procurement essentially means to be responsible for our actions and decisions, and having the obligation to report and/or answer to a designated oversight entity on the consequences of those actions and decisions. As UOA servant’s procurement practitioners, and others involved in the procurement process, are accountable and thus exposed to sanctions as a remedy for any behavior that contravenes the procurement legal framework and principles.
Competitive Supply procurement should be carried out by competition unless there are convincing reasons to the contrary, as a procurement management uoa I will make sure that we get the supplier who is qualified and can make us attain and fulfill all identified needs
Consistency  Suppliers should, all things being equal, be able to expect the same general procurement policy across the public sector.
Effectiveness , as a procurement manager and all procurement department we should meet the commercial, regulatory and socio-economic goals of UOA in a balanced manner appropriate to the procurement requirement;
Efficiency: - Procurement processes should be carried out as cost effectively as possible; Efficient relates to the achievement of the maximum value for the resources used. In procurement, it includes the selection of a procurement method that is the most appropriate for the procurement activity, given the scale, scope and risk of the procurement.
Fair-dealing suppliers should be treated fairly and without unfair discrimination, including protection of commercial confidentiality where required. UOA procurement body should not impose unnecessary burdens or constraints on suppliers or potential suppliers.
Integrity there should be no corruption or collusion with suppliers or others;
Informed decision-making, also as a procurement manager I should have principle which will guide all procurement body to base on decisions which are accurate information and to monitor requirements to ensure that they are being met;
Legality Implied that an act, agreement, or contract strictly adheres to the statutes of a particular jurisdiction. For example, in insurance contracts it is assumed that all risks covered under the policy are legal ventures. As a procurement manager I will make sure that the body must conform to and other legal requirements
Responsiveness UOA procurement bodies should Endeavour to meet the aspirations, expectations and needs of the community served by the procurement.
Transparency: - As a procurement manager in UOA i should ensure that there is openness and clarity on procurement policy and its delivery. The system of UOA procurement should use the required expenditure by UOA authorities on goods and services for the development of UOA and its community

                                      CONLUSION
Since procurement manager is an employee within a company, business or other organization who is responsible at some level for buying or approving the acquisition of goods and services needed by the company. The position responsibilities may be the same as that of a buyer or purchasing agent, or may include wider supervisory or managerial responsibilities. A Purchasing Manager may oversee the acquisition of materials needed for production, general supplies for offices and facilities, equipment, or construction contracts. A Purchasing Manager often supervises purchasing agents and buyers, but in small companies the Purchasing Manager may also be the purchasing agent or buyer. .
A Procurement Man ager responsibility may include:
·         seeking reliable vendors or suppliers to provide quality goods at reasonable prices
·         negotiating prices and contracts
·         reviewing technical specifications for raw materials, components, equipment or buildings
·         determining quantity and timing of deliveries (more commonly in small companies)
·         Forecasting upcoming demand.
